Personal Property

USDA owns and accounts for over 177,000 pieces of personal property worth a total acquisition value of over $3.6 billion. The Department owns and operates the fourth largest motor vehicle fleet and one of the largest civilian aircraft fleets in the Federal Government.

The Property Management Division develops regulations, standards, and techniques concerning receipt, utilization, preservation, disposal, and replacement of personal property. The division manages and coordinates USDA's personal property, motor vehicle, aircraft, and transportation programs and responds to external requests for information related to personal property.

USDA complies with the Federal Management Regulation (FMR). As a supplement to the FMR, USDA-specific regulations for the management of personal property can be found in the Agriculture Property Management Regulations (AGPMR).

Federal Excess Property Program
Section 923 of the Federal Agriculture Improvement and Reform Act (FAIR) of 1996 granted the Secretary of USDA the authority to acquire and transfer title of excess federal personal property to eligible institutions. The Office of Procurement and Property Management manages this Federal Excess Personal Property (FEPP) Program for USDA.
